I am quoted--alas correctly--as implying that the Congress has the right to deploy the reserve. The President reserves this authority, as I understand it. However, the deployment of the Reserve is generally a politicized event, involving formal or informal input from Congress or its members. The related politics tends to impede the timely and technically sound deployment of the Reserve, thus making it substantially less effective a tool than it might be otherwise.
